Finding help for an animal in need can sometimes feel overwhelming. Whether you have found a stray animal, need affordable veterinary care, need help with wildlife, want to report cruelty, or are looking to adopt or foster, this guide provides trusted resources throughout Delaware County and surrounding areas.

Please remember: Many rescues, shelters, and animal welfare organizations are operated by volunteers and foster homes. They are often overwhelmed with the number of abandoned, injured, and surrendered animals needing help. If you reach out and do not receive a response, please follow up. A second message or phone call can make all the difference.

Disaster / Emergency Animal Response

Delaware County Animal Response Team (DelCART)
DelCART is part of Pennsylvania’s Animal Response Team (PART) network and helps care for animals during emergencies and disasters. They assist with animal response planning and help educate the public and local officials on how to protect pets before, during, and after emergencies.
Pennsylvania Animal Response Team (PART)
The Pennsylvania Animal Response Team helps communities prepare for and respond to emergencies involving animals. Local teams, including DelCART, help ensure animals are included in emergency planning and disaster response.

Reporting Animal Cruelty & Neglect

If you witness an animal being abused, neglected, abandoned, or in immediate danger:
Call 911 Immediately
Quick action can save a life.
When making a report, try to provide:
• Exact address or location
• Description of the animal(s)
• Details of what you witnessed
• Photos or videos, if they can be taken safely
Your contact information is kept confidential and is used only if investigators need additional information or need to follow up with you.

ACCT Philly provides field services for stray, injured, abandoned, sick, or dangerous animals within Philadelphia.

Bucks County SPCA – Humane Law Enforcement
The Bucks County SPCA investigates animal cruelty, neglect, and abuse complaints throughout Bucks County.

Wildlife Transport & Rehabilitation

Do You Have a Contained Wild Animal?
If you have contained an injured, orphaned, or sick wild animal, contact a licensed wildlife rehabilitator before transporting.
Many animals, especially baby birds, fawns, and young mammals, may not need rescue. Wildlife professionals can help determine the correct next step.

Wildlife in Need PA is a nonprofit organization dedicated to helping Pennsylvania’s injured, orphaned, sick, and displaced wildlife.
They connect animals with licensed wildlife rehabilitators and have volunteer transporters who help safely move wildlife in need to receive proper care.

Behavioral or medical support may help resolve problems before a family considers surrendering a pet.

Rehoming & Surrender Resources

Contact the rescue or shelter from which the animal was adopted before attempting to rehome. Never conceal medical or behavioral concerns from a potential adopter.
PAWS Pet Owner Support
PAWS explores support options intended to make shelter surrender a last resort. When rehoming or surrender is unavoidable, PAWS provides guidance and accepts requests subject to available space.

Rehome by Adopt a Pet
A home-to-home adoption service that helps individual pet owners create a pet profile, review applications, screen potential adopters and complete a transfer of ownership. A listing fee may apply.

Veterinary Financial Assistance

Financial assistance is not guaranteed. Most programs require a veterinary examination, diagnosis, treatment plan and written estimate before an application can be considered. Do not delay urgent care while waiting for funding decisions.
Frankie’s Friends
Provides grants for qualifying family-owned pets that need lifesaving emergency or specialty veterinary care. Payments are made directly to the treating veterinarian, and previously paid expenses are not reimbursed.

The Pet Fund
Provides financial assistance for qualifying non-basic, non-urgent veterinary treatment, including some chronic and specialty conditions. It does not fund emergencies or routine care and commonly has a waiting list.
RedRover Relief
Offers limited urgent-care grants for qualifying pets in life-threatening situations. Grants are generally intended to fill a small funding gap, and detailed eligibility requirements apply.
Waggle
A nonprofit pet-focused crowdfunding platform that works with veterinary providers. Funds raised are sent directly to the veterinary provider after required documentation is received.

End-of-Life Veterinary Care

Call ahead to discuss availability, cost and what arrangements are available for aftercare. This section is not for emergencies.

Found Kittens & Community Cats

Healthy kittens may still have a mother caring for them. Observe from a safe distance before removing them. Contact a TNR organization or experienced rescue before trapping or relocating community cats. Seek prompt veterinary help for kittens that are cold, injured, lethargic, struggling to breathe or visibly ill.

Important Reminders

Call 911 immediately if an animal is in immediate danger.
Always call ahead before transporting wildlife or bringing an animal to a rescue or shelter.
Many rescues are foster-based and operate with limited space and volunteers. If you do not receive a response right away, please follow up.
Never remove healthy baby wildlife from the wild unless instructed by a licensed wildlife rehabilitator.
Spaying and neutering saves lives by reducing pet overpopulation and preventing countless animals from entering already overcrowded shelters.
